Gifts
Norway admits gifts duty-free to a value of 1000 NOK. Gifts of spirits, wines, liqueurs and tobacco are not duty-free.
Vat On E-Commerce (VOEC)
Foreign sellers of low value goods (below 3,000 NOK) can use the Vat On E-Commerce (VOEC) program to remit the Value Added Tax (VAT). This program requires foreign sellers shipping to consumers in Norway, to collect and remit VAT quarterly through an online portal. The VOEC registration is required by law, when the annual sales turnover exceed 50,000 NOK. The VOEC program does not apply to food, beverages, excise goods (such as alcohol and tobacco) or restricted goods. Items that do not comply with VOEC requirements are subject to taxation and may incur a customs clearance fee at the time of delivery. Norwegian Customs requires that the 7 digit VOEC number is electronically transmitted in a digital format. Noncompliance with this requirement may result in delayed delivery and the potential risk of double taxation. More information can be found on The Norwegian Tax Administration website.

The following are potential documents/ permits which may be required for restricted items:
1. License and import permit from police
2. License and import permit from Directorate for Civil protection and emergency planning
3. License from the Norwegian Medicines Agency
4. Import permit from Directorate for Nature Management
5. Import permit from Ministry of Church and Cultural affairs
6. CVED or veterinary/health certificate from Norwegian Food Authority
7. CE-certificate (Directorate for Civil protection and Emergency Planning)
8. Permit from Norwegian Pollution Control Authority.
In addition, commercial goods mailed to Norway require an invoice.
